BACKGROUND
Under the National Environmental Policy Act (NEPA), the Purpose and Need statement sets the foundation for evaluating alternatives, supporting decision-making, and justifying public investment in transportation projects. When done well, it focuses analysis, supports environmental streamlining, and reduces legal risk. However, experience levels vary widely among state department of transportation (DOT) staff, and existing guidance is often interpreted inconsistently across jurisdictions. Information sharing and targeted, practical training is needed to establish and disseminate best practices, reinforce data-driven problem definition, and improve the overall quality and consistency of NEPA documentation.
RESEARCH
In Phase 1, this effort will bring together NEPA subject matter experts from WTRC agencies as well as experts on this topic beyond WTRC in a multiday Topical Discussion Webinar to identify current practices, common challenges and define priority training needs.
Findings will inform Phase 2 and the development of practical, user-focused Training Materials—including real-world examples and case studies—to assist practitioners in applying best practices clearly and consistently. Training materials will be intended to help WTRC members guide their environmental processes, train new staff, and update their environmental manuals.
