Background
Many state DOTs face challenges in their traffic monitoring programs. Equipment technologies are evolving rapidly, AI is more commonly being integrated into monitoring systems, and equipment availability and support are highly dependent on a changing vendor landscape. All of this is occurring without a strategic framework to guide investment and operational decisions.
Research
Addressing this gap through synthesis research—drawing on existing studies, peer state experiences, and best practices—will inform the foundation of both a practical traffic monitoring guide and a formal strategic plan.
